My friend's computer won't boot up not even to the bios screen. What should I tell him to do. I don't think reinstalling Windows will help. What about drivers? Should he reinstall them?

Resetting the CMOS will that work?

Clear the CMOS. Make sure the RAM is seated properly and the CPU is in correctly.
Remove everything except the video card, memory and floppy. You don't need the hard drive to boot to BIOS.
If you can get to the BIOS, rest everything to safe(default) settings.
Now plug in the CD-ROM and Hard Drive. If that works, you can add the network card, modem and etc.

how would you plan to do this?

if there is power there, then resetting BIOS should work...if there is no power...then it should not :D

in that case you will want to make sure that the PSU is working and all the cables are working and plugged in correctly...

I no this problem from my m8 and wot he had done was stick the motherboard "DIRECTLY" to the case and by doing that he burnt out the motherboard! So check if thats wot hes done and if its all correct i think u should try and take the board back to the shop and ask them to TEST it for u while u watch!

You don't need power at the motherboard to clear the cmos, try clearing it and also recheck the video card, reseat it also, sometimes just a simple improperly seated video card will cause a no boot issue:) Let us know from there.
