Can yr cpu temp be lower than room temp using air cooling
( with fans like AX-7 , volcano 7+ etc....)

NO. Plain and simple. Heat flows from a hot body to a colder body. With air cooling you are basically trying to transfer heat from the cpu to the air. The only reason this works is because there is a difference in temperature between the CPU and the air. The smaller the temperature difference is, the smaller the flow of heat from the CPU and heatsink to the surrounding air. So if the cpu was cooler than the air, the heat flow would be reversed and the air would HEAT the CPU which is not what you want.

i had this question cos some ppl always say that my idle temp of my com at 41 degrees is too high. yeah i know it is high. but the temp of air my com intakes is between 28 to 30+. Having it at 40to 41 at idle. and 42 to 44 when i suf net and listen to mp3 all at the same time and max of 52 degrees when i play 4 hrs of cs is quite reasonalble for me izn't it?

yup those temps r quite normal.
