are artifacts simply white sprite-like/static thingies on the screen, or can they be other things?

yup thats them. thay can be any color. mine where like spikes coming from out of things and like scratchs in a old movie. also my old radeon would make green and red dots on everything after playing a game too long. it was like some one strung christmas lights everywhere in quake 3
