XP won't shut down!!! need help!!!

Ok, I have XP and ME (dual boot) on another pc of mine. When I go into XP and try to shut down, it just restarts the computer. I go to start, then "Shut Down" and it does the same thing everytime!!!

Does anyone know what could be causing this and how I can fix it?
