does anyone know where to get the program to overclock your mouse im just courous on how it works and if you can noice a different.
What is there to possibly overclock?

There is a way to increase the refresh rate, don't know the link, but I think the max is around 130Hz or so. Just get a MS Wheel Mouse Optical if you want to do that though, (6kHz,).

I've tried it myself, but there was no difference in mouse refresh rates. It reported a refresh rate of 90Hz for my mouse. I increased the resfresh rate to 120Hz, and it still only reported my mouse updating at 90Hz.
Either Windoze locks my refresh rate, or it just didn't want to work for me. Others however love PS2Rate.
Oh, and as the name implies, its for PS2 mice.
I used PS2Rate for a long time. It worked very well for me. Nowadays both mice's driver I use (Logitech and Synaptics TouchPad) has refresh rates adjusting therefore I don't need PS2Rate anymore.
Could someone please explain to me *why* you could possibly want to overclock a mouse?

Most who want to "overclock" thier mouse, do it for gaming purposes. It provides a smoother control, since the mouse is updating 120 times a second (if you set your mouse refresh rate to 120Hz). I think Windozes standard is around 45Hz.

Sure, try hooking it up as an ATA-66 IDE drive.
