What are the -v specs and what should they be at?

A friend of mine just had me notice that my -12v was at -8.5v
and -5v @ -0.65
What does that mean?
My +12v in windows is 12.2 (12.5 with dmm)
Dunno how to check the -v and i dont have the slightest clue as to what the spec should be

-v are not used anymore. They will give false readings with software, since they dont exist.
