I have never heard of an xml file that changes speeds for a card. Unless it was just editing a file for a program like afterburner. What you describe sounds like editing and flashing a custom bios....

Considering the core(s) is going to be 90+% of the heat, it isnt far off. Think of the video card like you would a cpu and motherboard, the overwhelming majority of the heat and power use is the cpu.
