I actually had the exact same "pulsing" problem...

I actually had the exact same "pulsing" problem today with my computer at work and it ended up being a bad PSU. Wish I could be more help but my problem was fixed with a new PSU.

I own that card, in fact I own two xFx 6800XT's in SLI. I also have them oc'd to 400/1150 with the stock air coolers. I can play FEAR on Maximum settings at 1024 x 768...

From the results that I have had with my MSI 6600 GT and some of the reviews that I have read online, the stock heatsink/fan on this card with one of the best/quietest cominations available.
