Yep,that's right. Definitely does not submit each and every time a WU is completed. Just looking now, I have 13 completed WU's awaiting submission. Not sure if it's a server side or a client based...

I'm afraid I've never had an issue with my client not reporting.
A number of WU's will be crunched(I currently have ~20 completed WU's on my system)then submitted by the client sometime...

Someone ramped up production or maybe a server side problem with Rosetta Cleared, or a new Rosetta version released. Could be any number of things, but definitely not uncommon.

I just add C:\\ProgramData\BOINC to the AV...

I just add C:\\ProgramData\BOINC to the AV program's exceptions list (I currently use Kaspersky) so that then anything that operates from that directory (in particular the minirosetta.exe's), does so...
