yes, it works, in dc too.
i have is7-e and ic7's here and with strap 400 you can set 3:4. (on every cpu, 400/533/800)
but the dividor works "only" up to ~ddr430 stable (~ddr460 for 4:5).

possibly you have win installed without ht (on non ht-cpu).
