Transaction Booster & Clock Over-charging - these work together and control PL levels (chipset latencies), download Memset, do a few tests and you will soon understand what effect these BIOS settings do and their relation to system performance. Higher PL levels are equivalent to looser timings and slower performance.

CPU Reference Voltage is the ASUS equivalent to GTL Reference Voltage, you can find a good article on that @ Tech Repository. This voltage is key in overclocking a quad-core processor.

PLL voltage - Phase-locked loop (PLL) is an electronic circuit that is constantly adjusted to match in phase (and thus lock on) the frequency of an input signal therfore stabilizing it. It also creates a signal with less noise. PLL voltage has been shown to increase FSB potential.
