Is a NeoHE 430 Enough for this System?

My case (antec p150) came with a NeoHE 430 watt power supply. I'm wondering if it will be adequate to handle my system which I do hope to overclock. The specs are as follows:

Opteron 165
Asus A8R-MVP
EVGA 7800GT
2 IDE Hard drives
1 DVD-RW
1 Floppy
2 Gigs Ram

i'd say no. I have a neoHE 430 in my other system with the following specs and all the rails sag maybe .1-.15 or even .2v. My old TP430 with a 26A 12v rail, sense modded held up better.

BTW, built this for my dad and is not OCed one bit.
