first of all what is it? second of all can I make one or buy one?I want to try a water cooling sytem. How do interface the waterblock and the cpu? what do I put in between? I will have a slotket will that affect this at all?
 
build one yourself if you are handy. I used an OEM heat sink to make one....

and put a tube inside to force a different direction of flow.....

There are several decent tutorials to be found from the overclockers.com home page.
The "basic" water cooler has a pump that pushes the water through a waterblock over the processor where the water absorbs the heat from the processor. The heated water then flows through a radiator or evaporator where it dumps the heat it has absorbed. It then flows into a reservoir where it is then pumped through the loop again.
