Try Plycon here in the US. They've got botht he Papst and the Vantec Stealth. As far as noise/performance/price ratio goes, the Vantec seems to be the best, with a similar Papst right behind it (more expensive). Here's the stuff from Plycon:

I wouldn't put too much faith in manufacturer cfm/noise ratings, but if you do and compare these numbers, the Papst is the better choice: note how the Vanted is 2dB louder for just .5 CFM- this fan is less efficient than the Papsts who gain 1CFM for 1dB between the models listed here.
 
Panflo's for the money are a great deal...The Y.S. Tech that is manually adjustable is a great choice for a Heat Sink that uses a 80m/m fan...Now if they would just come out with the 80m/m T.M.D. Y.S. Tech fan's...I have been waiting and waiting and waiting some more...Oh well one of these days...
 
Why pay close to $20 for the name panaflo on a fan? You can beat the price to performance ratio on this fan....

Papst makes ballbearing fans as well. They're just somewhat less commonly available. But as I said, if price is a concern, you'd best look elsewhere.
 
The Vantecs are fairly reasonably priced. They're about $7-8 cheaper than the Papst fans, hence why I said they win the price/noise/performance wars there. Almost the same performance/noise ratio as the Papst and much cheaper.

OMG DUDE THATS HELL OF A DEAL!!!

im ordering a couple of those right away... besides my mobo has a qfan feature so i can easily adjust noise with no ghettoish reobus :)

just wondering if they are ball bearing...
