Does CPU temp effect FSB overclocking

I am wondering y i can only get 173x12..is it CPU cooling cuz its idling @ around 42C

2400+ AIUCB "9"
Abit AT7-MAX2
Corsair XMS plat. 512Mb CAS2 PC3200 bla bla bla
 
Heat can most certainly affect your o/c. The lower your temps, the higher you can o/c. Looks like your cpu temp is high based on your idle temp. What HSF are you using?
 
It's either voltage or just the chips limit...With that in mind, try lowering the mult to raise fsb more and see if you can go higher. Also try raising vcore.
 
The CPU runs fine @ 1.9 V and 14x166

Some cheap coolermaster cooler...temparay...geting pump tomarrow
