Hard drive activity LED can't stay off with Windows XP?

I notice that even when I'm doing nothing in Windows XP my hdd led (red light on front of case) constantly stays on (blinks). Is this a hardware/software issue or does is this supposed to happen with XP?
I just find this strange because when I had win98 my hdd led would stay off whenever I don't do anything.

I having the same problem with my optical mouse...as of lately its a constant red

i dont know about this but maybe you need to flip around your hdd led connector on your mobo f-panel

Apparently whenever XP has been installed recently this is supposed to happen. I did a format and reinstall a few days ago
