or

Start/settings/control panel/administrative tools/Internet Information Services

or

start/run
"mmc"
then snap in the Internet Information Services snap-in
 
Have you install it first?

If you haven´t, then go to start--->settings--->control panel--->add/remove programs--->add/remove windows components--->and check the iis box.

You'll want to go into the details of IIS and select only the components that you'll be using. Others can be installed later.

Remember to do a windows update after you install IIS, and read through the IIS Sticky for IIS Lockdown, and MS Baseline security analyzer.
