Underclocked AGP bus more unstable than overclocked?

I've got a Celeron 633 running on the 92 FSB on a BX board. Runs fine on the 1/1 AGP divider. ON the 2/3 divider, however, I'm not even able to boot into Windows. Even safe mode is unstable! I don't get it. I've never heard of or seen anything like this. Anyone shed some light on this? System is as below...
 
No idea there.
Its possible that on that BIOS version, the AGP dividers are switched backwards. I've seen this happen on a few Abit bioses before.

Try the newest Sandra version and report your results with the AGP speed.
