Might be, depending on the age of your monitor. If its old, get a new one, if its a nice monitor, maybe you could have it repaired. My guess is that there is an issue with the cable, try holding the cable in different positions, and make sure its properly connected to the computer. If you have another computer, check to see if the monitor has the same issue when attached to it. If its not the cable then there is probably something wrong with the projection tube.

In the world of light, the opposite of yellow is blue, so its likely that the blue portion of your picture is not being displayed properly, wich could be from a fault in the graphics card, cable, or picture tube. I would suggest trying different resolutions and refresh rates and see if the problem still exists, as you said it might be time for a new monitor.
