Im looking to takes the tapes that I have made with my camcorder, and put them to DVD for more convenience and to make it easier to view them. I was wondering what all I will need to go through with the capture process......

Does it matter that I do not have an All-In-Wonder video card?

That card should capture video-in, but I don't see an coaxial connector for TV cables. If you get a card with TV tuner, like my LeadTek TV2000 Deluxe, you could split the cable like that.
 
I have a Hauppague PVR-250 and I LOVE it. They go about a little less than $100 on Ebay for an OEM bare card (no software but you can get it from the web). That capture device you linked will work fine. Whatever you buy be sure it has a HARDWARE MPEG encoder (for best quality).
