TECs are fun stuff, but that basic concept has been tried and it turns out to have two issues:
1) With proper flow "before" and "after" don't really exist, water temps are within a degree throughout the loop.
2) The water block with the TEC on it freezes the water and eventually blocks the loop. Or is so low power that it doesn't contribute anything.
I do recommend you get a TEC to play with though, they're grand entertainment and don't cost that much.
