Help with xp lang.

Hi working on a computer for my girlfirends parents. They want to be able to type in korean and read korean pages etc. I have the korean IME running and can type in korean but I am wondering if it would be easyer to use a korean lang. keyboard... I was also wondering how one goes about changing the skin of the OS to read in korean? I know you cant do the reverse but i remember a few years ago i remember it could be done on 98se...
