Rome Total War doesn't seem to use your graphics card?

Just tried the Rome Total War demo, and noticed the graphics were good, but not great.. But most importantly, they appear to not use Shader2.0's or anything else in it.

Now how this relates to hardware, I have a BFG6800GT, and did some playing around in the demo. I overclocked my card more, and my FPS stayed the same. I DOWNCLOCKED my card by over 100Mhz GPU and 300Mhz Ram, and the FPS stayed the same!

So graphic card gurus, does this mean the game is basically totally CPU/RAM dependant? Graphically, I was expecting more out of it for sure, but im puzzled that no matter what changes I make to my 6800GT, the FPS stays the same. CPU game?
 
Either try to under/overclock your cpu, or the game is bugged with there FPS display.
