This fan blows the cool air from outside the case right down onto the chip/heatsink. The heatsink fan blows down into the heatsink, so I've always got cool air being taken into the case. Also it helps to keep the AGP card/memory cool
Here's the front suckhole (?) that also brings in the cool air and blows it across the mobo and the NIC/sound card.
Inside shot of the case, on the upper-left corner there above the PSU is a switch for the neon light at the bottom.
