good luck with that, I don't know how easy it will be to find a "good" case. You might get one from aspire or something but the psu might/probably will be lacking in the power/amperage dept. look for a cheap antec case or something from a decent company. I think it would be better to set the limit to $50

I got the green one on their Memorial Day sale, and for 30 bucks shipped, I'm extremely happy.

Comes with a 90mm out back, which I relocated up front and then I'll install a 120mm out back. It is truly a screwless setup. Has air filters up front, and has your USB and line out/mic in ports up front. Case thickness isn't standard Chieftec thickness, but is still pretty sturdy, much more so than your normal cheapie case.

I've used this case a couple times. I like the 4x 80mm fan mounts then a 5th one if you dont use any PCI slots. The paint is kinda cheap tho so it scratches easy and the front LEDs are pretty bright. Besides that it's an excellent case for $42(shipped) and it even comes with a PSU! Right now I think I have the PSU that came with that case in a 1500+ XP system, working fine.

Here's the same case just a different front plastic panel. It's $40 shipped. Looks like it would have better air intake with those vents.
