I have the loader set to default load XP first before hitting space to select other OS (Fedora Core 3). It has a 3 second timer. The question is, how/where do I extend the timer to say 10-20 seconds before continuing to boot?

in your menu.lst file. Usually in /boot/grub/menu.lst

Basically wherever you defined the partitions you want grub to boot. There's a timeout in there. If not just add a line like "timeout 10" at the beginning.
