I want to get one of the following, a 3700+ SanDiego, or a 7800gtx.

What would raise my 3dmark05 scores the most?

My current cpu/gpu is a 3000+ Winchester and ati x700 pro.

Also, how much better is the 7800gtx than a x850xtpe?

If you only care about 3DMark05, the 7800GTX will do wonders for your score where as the 3700 will not grant you more than 10%. By my estimates, it can triple or quadruple your X700 pro score.
 
A faster video card will always help in benchmarks, but in some cases, better benchmarks do not equal better performance in game. Since you already have a fast cpu though, the 7800GTX would be the better choice either way.

What will increase my in game performance the most, still the 7800gtx?

How much better is the 7800gtx than a x850xtpe?
 
The 7800GTX will increase your game performance more than the 3700+.

The 7800GTX is much better than the X850XTPE.
