hey i need to make a dvd from an mpeg, yet i don't know what format to convert the mpeg towards, or even what program to use to convert. i basically need it to play on a dvd player.
 
DVD's use mpeg2 I believe. Look up a program called dvdauthor (you can emerge it in gentoo as dvdauthor).
 
If you just want to convert an mpeg to mpeg2 (dvd) Pegasys makes
TMPGEnc Plus 2.5 that works well for me

It's $37 though (there is a fully functional 30 day demo at the above link). It has really decent encoding.

If you want to author a dvd (if you don't have software to do that) you can either use TMGEnc Dvd Author $68

or just convert it with TMPGEnc Plus 2.5 and do the authoring with another program... if you use nero say, you could use NeroVision Express (if you have it) to author the menus and burn to dvd. (that's my method!) Nerovison Express will encode too but it's encoding isn't that good and its use has been fraught with problems so I wouldn't recommend it.
