    Amd 4200+ Oem ADBHE?

I picked up a OEM 4200+ x2. The Chip reads:

    ADA4200DAA5BV
    ADBHE 0514UPAW

Most people have CDBHE. what revision is ADBHE? Is this chip capable of overclocking?

That's just a stepping, in the Athlon/AthlonXP days, the stepping played a major role in determining the overclockability of a CPU, but these days it's mostly the luck of the draw.
