How much power do i need

i have grown more and more intolerant of computer noise, i used a delta with a sk6 on my duron a few years ago only to oc 133mhz more than the stock amd hsf, now if i didn't have the ac on all the time and the mini fridge in my room i'd lower my 2200rpm 80mm cpu fan from 2200rpm (11.5v) to 1300rpm (5v), don't know why but noises out of a computer sound very harsh to me compared to house fans, ACs, refridgerators, and everything else

what would be better about say a more expensive one thats not good about this one?
