Why does IBM use Xeons in their servers?

I find it kind of interesting that IBM uses Intel Xeon processors in their servers. IBM and AMD currently have a somewhat close relationship so I would think that on a theoretical standpoint, IBM and AMD would win if IBM used opterons in their servers. (Yes, I know the brand loyalty that the server community has to the Xeon processor)
AMD needs to gain market share and a big name like IBM adopting AMD processors would only benefit them. And what benefits AMD will also benefit IBM.
So, is it a matter of brand loyalty and the fact that opterons are still unproven in the server market, or is it that AMD just isn't able to produce enough processors to satisfy IBM's needs and their other customers' needs?
