Whats more effecient electricity wise??

Air Conditioning cooled water radiator or phase water chiller? Isn't the water to metal to vapor a more effecient transferer of heat than the water to radiator to air to evap to vapor. I am trying to design a system for a school project but I need somewhere to start.

a water chiller is a much better idea... the only reason anyone would blow an airconditioner through their radiator is for a small temp drop for benchmarks (if they're ghetto )
