A-Trend ATC-5030 - Bad IDE?

I have a socket 7 board that I installed Win98SE on. Everything goes well after booting from floppy and installing from OS from CD...but when I complete the install and reboot my cd-rom drive isn't recognized.

HW specs:
A-Trend ATC-5030
AMD K6 233
64 mb ram
NEC 24x cd-rom
Seagate 2.1 IDE hd

After re-instaling the OS (98 and 98SE) 4 times, I thought that I might have a corrupt BIOS. So I flashed with the v1.03 BIOS and re-installed 98SE. Still doesn't recognize my cd-rom drive. Anyone ever seen this before?
