maybe offtopic but a question about phase change

It should not be tipped, that may be your problem. Reciprocating piston compressors are made to run upright and only upright.
 
Looks like the mounting hardware on the left is missing or broken.. Or the sheet metal the hardware was attached to ripped.
The tabs under the compressor that are sticking out and up in the air on the left in the picture , there should be some rubber gromets and bolts to bolt down the compressor to the metal sheeting that its sitting on. If the sheet is rippped, stepping washers of greater size then the hole and reinstalling the mounting hardware may be able to repair the dammage.
 
ok so i opened it up and it looks like it shaked soo hard or got bent to the side soo much it broke off its base and smashed into the heater tank.

should i pry it back with a screw driver?
