AHCI, NCQ with ICH7-R

I just did a fresh Win XP install with with AHCI mode and installed Intel's Matrix Storage Manager. I find out my HDD is a little bit slower especially in loading Windows. Is this normal with AHCI mode?

I can see NCQ is supported from Matrix Storage Manager. Does this mean NCQ is enabled? How can I be sure that NCQ is enabled? I cant find any settings in BIOS and Windows. I know my HDDs support NCQ but Im not sure whether its enabled or not.

Another thing is should I enable Aggresive Link Power Management(ALPE) and Aggresive Slumber/Partial(ASP) management for feature for AHCI mode in BIOS? What it actually does?

Im using a 7200.10 250GB and 7200.9 300GB. Not using RAID but AHCI mode. Thanks for replying.
