web page displays differently

I am running FF 2.0 and trying IE7 on a 17" widescreen laptop. I have run into a web page that sizes itself to fit the entire screen horizontally when using FF. When I go to the same page using IE7 the web page runs off the right side of the screen and I have to scroll right to see the right side of the web page. Is this a browser problem or is the web page designed incorrectly? Thanks.
 
It's likely that non-standard code was used to optimise the page for a particular browser. It's not uncommon, although you'll usually see pages optimised for IE, and see the anomalies in other browsers, rather than the opposite, but it does happen.
