    Is it throttling?

After running CPUZ yesturday i noticed that my P4 3.2 HT 775 Prescott was running at only 2.7 but jumps up to 3.2 every so often...does this cpu throttle back during its idle period??

Yes, those CPUs have EIST enabled. It drops the multiplier and vcore when idle to conserve power, and goes back to full speed/vcore when there is load on the CPU.
