IMO its all luck of the draw. you could try googling the codes (L647G, L641A) and see what kind of oc results you can find.

as he said, luck of the draw. But it seems from what i have been reading that the b2 are doing better then most.

yes, all
as explained before, steppings isn't a very good indicator, they all overclock well and some do so with less voltage/temps (and that changes depending on the cooling used)
Results are fairly random.
