brand new 775 wont post

So, i started out with a shuttle, socket 775. got the hardware (all new. ram, computer, cpu, hdd, etc)

put it together, no post. no video, no hdd noises, no lights...nothing.

so I sent the shuttle back to newegg as well as the CPU and exchanged the shuttle for a new motherboard and case (shuttle was out of stock) and received a new cpu also.

put the new computer together. SAME PROBLEM.

So, I have swapped ram, video card, PSU, pulled the motherboard out of the case, reseated the CPU in case of a bad connection, pulled all extra hardware... same exact thing every time.

It's acting as if the jumper on the clear cmos was tripped, but if I clear the cmos and try to boot, it doesn't even power up the fans.

Where should I go from here?
hardware is...
Foxconn 915A01-P-8EKRS2 LGA 775 Intel 915P
Intel Pentium D 925 (3.0ghz, 2x2mb cache)
2x1gb Corsair value ram (DDR2)
etc...
 
Is that a Foxconn i915 chipset & a Pentium D? From what I understand, the i915 & i925 chipsets don't support dualcores. :(
