By default, should my CPU speed be this low?

Finished with my new PC build and didn't touch any settings for the CPU, RAM, or GPU. Do mobos sometimes lower these numbers on their own?

That's just the processor doing some throttling. When it's not being used and load is low, it drops the multiplier and lowers the voltage to save power. If you fire up an application like Orthos, you'll see it go up to the "normal" clockspeed.
 
You need to go in there and touch some settings. Turn FSB to 266 or higher if you want to OC. It looks like you have speedstep enabled which turns down your multi when your idling. Give it a load and watch it jump to 9x, or disable speedstep in the BIOS so it will never turn down. C1E, and EIST (speedstep) are the one's you want to disable.
