My Internet Explorer icon in the top portion of the start menu is missing. The icon in the all programs list is still present, so I know that the icon itself isn't missing.

Does anybody know how I can fix this?
 
Right click the Taskbar--> Properties | "Start Menu" tab | "Customize" button | Under "Show on Start menu", uncheck "Internet" | Reboot | Go back and check the "Internet" option.
 
I tried that basic method and it didn't work, but I'll follow those steps to the letter and see if it helps.

Edit: No improvement, when I re-enabled the icon it was exactly the same way. Any other ideas?
 
Try rebuilding the icons using TweakUI. You can get the TweakUI PowerToy from MS here...

... the Rebuild Icons portion of TweakUI is located under the "Repair" section. If the icons get corrupted after using the Tweak UI "Rebuild Icons" function...
After using the Rebuild Icons feature in Tweak UI for Windows XP, the icons may look ugly (such as the 16 color mode). This is a known issue, caused by an incorrect data assigned to the Shell Icon BPP registry value. Re-setting it's to 16 resolves the problem.

Was it IE 6 or 7? If it was 6 just go and install 7 and it will replace it.
