DC was, in a way, powered by WindowsCE, if the game developer choose to use the embedded OS to run thier game. Most game developers however, accessed the hardware directly, bypassing WinCE completely without any tricks or anything. The developer could use the WinCE developers kits for the DC, or use Segas developers kit which wouldnt require the embedded WinCE to even load. The built in WinCE was just there for developers that wanted an easy to program for platform that used a programming language they were more then likely already familiar with.

Dunno how many games actually used the embedded WinCE OS to run thier games, but from what I remember, WinCE based games on the DC were very, very rare. Even the Japanese Hentai game programmers accessed the DC hardware directly and didnt bother with the WinCE OS.
