FireFox- Bookmark Tool Bar "gone"

Ok so I have tried uninstalling and reinstalling firefox to no avail

some how someone ( many people used my PC last week) managed to clear my Bookmark ToolBar folder.

NOW all the Bookmarks are still there, but the Toolbar its self is empty and I can't get anything onto it,

NOTHING I have tried has worked

I tried a fresh firefox install

I uninstalled firefox
I deleted the Mozilla folder out of my appdata folder
I deleted Firefox references out of my Windows Prefetch folder

What am I missing every time I reinstall it is not fresh as all.

Please help
PS Running Windows Vista Home Premium
 
Well, If you click on bookmarks then show all or something like that...you will see a folder named Bookmarks Toolbar with(for me) i see Smarter Bookmarks and Latest Headlines, Im sure if you can get those files from another computer you can import them to that folder possible.
 
I fixed it,

imported a default firefox bookmark save, and then populated to "Bookmark tool bar" which my own "bookmark tool bar"
