Ultra compressing software?

Is there a program that can compress lets say, for example a 3Gig file to a 10mb file for easy uploading? Maybe that is a little extreme but something of that sort. Doesn't have to be free but it always helps

Nothing will achieve that level of compression - unless the 3Gig file is mostly padding.

.rar, .ace and .7z (using LZMA) seem to achieve the best ratios in general. Regardless of what you use, you're going to see massive decreasing returns to scale anyway - if you really want to a day of CPU time to reduce file size another 10MB, feel free to do so

KGB archiver is a great open source program, and will get it to that size. It will take ages to compress and decompress though.
