Very Choppy Video in Windows Vista x64 Ultimate

Prerequisites:
I have updated drivers from Nvidia, not modified.
My 3d performance is excellent and my card is idling at normal temperature.

There is nothing wrong with my video-card at all.

For some reason, when I play video files, they run choppy. The sound isn't choppy, just the video. It looks like the videos are playing at 15 frames per second or something.

But I don't get this kind of weird video performance with anything else that requires my video card.

Just for some reason videos run choppy.

I downloaded:
Updated drivers. Windows Updates. I'm not running any scans at the same time. My CPU usage before playing a video is really low, no background programs running. I use Combined Community Codec Pack and Media Player Classic.

E2200 @ 2.93 GHZ
4gb Patriot Viper DDR2 800
ECS Elitegroup GF7100PVT-M3
Seagate Barracuda 320gb 16mb SATA 3.0 7200
Western Digital 160gb PATA 5400 RPM
EVGA 7600GT 256mb DDR3
ASUS 18x DVDRW

Again like I said, nothing else on my system is running choppy except video. I have no idea what to check.
