What is the best, preferably free, software to combine like-format videos, and video clips together to be one file versus two separate ones?

VirtualDub can stitch/crop videos and is free. I use this.
This is a good walkthrough. Make sure to not skip the "Direct stream copy" step, otherwise it will try to encode the files.

Avidemux is better than vdub if for no other reason it can append, or encode, 2 avi's which both have vbr audio without a hitch.
Windows live movie maker meets all my home video needs.
