If he waits for the screen to pop up he may be too late. Every ASUS board I've had emits a single beep when it starts. Have him press the 'Delete' key when he hears the beep and it should work - don't wait for the screen. :)

Has he reset the BIOS?

Is he getting the starting beep?

You'd think if there were some type of hardware issue, like RAM, he'd get a beep code. I know it doesn't always work that way but ...

when u say reset the bios u mean take out the battery ? i had him move the jumper from 1-2 to 2-3 for 30secs then back to 1-2 but not take out the battery.. he says he has the speaker plugged in properly and no beeping but idk if the case even has a speaker

You wouldn't hear any beep at start up if there is not a speaker either on the motherboard or on in the case. That little speaker is a valuable diagnostic tool. You can get them at Radio Shack.

When he reset the cmos with the jumper, did he switch off the PSU or unplug it? You can easily destroy a bios if that isn't done before moving the jumpers and then waiting until you move them back to default position before you restore power.

Does he have both the main 24 pin and the 4/8 pin power connectors from the PSU plugged into the motherbaord?

Does he have a power connector from the PSU connected to his video card, if it requires one? The higher end video cards all do. What model video card is he using?

What PSU is he using? How many watts? Are you sure his PSU is adequate for the juice needed by his new system?

Lastly, if none of the above suggestions help I would have him take the motherboard out of the case and take inventory of the little brass studs (offsets) that the motherboard mounts to. He needs to make sure that one of them isn't misplaced and making contact with the underside of the board in a place where it shouldn't.

he has the 24 plugged in but he says there isnt a 4pin connector but there are the PCI-e ones(6 pin) .. so if the 4pin isnt plugged in it wont boot to bios ? and if there isnt a 4 pin ATX 12v plug do you use the 6 or is there a 8 ?
and on the video card there are 2 6pin ports do both of them have to be plugged in?

No, it won't. If there isn't a 4 pin connector from the PSU there should be an 8 pin that can be split into two fours that are just clipped together. Yes, I think the video card does need power to both 6 pin ports but I've never owned a high end card that required that so I cant speak authoritatively. Maybe someone else can answer that question. If the PSU only has one 6 pin for the video then he would need to buy a splitter to adapt one into two 6 pin connectors or an adapter to convert 4 pin molexs into another 6 pin gpu power connector.

 That'll stop everything dead in it's tracks, just like he's been experiencing. Essentially, the CPU is without power. If there isn't a square 4-pin connector on the PSU he needs to return it because it's missing a piece.

Solved computer is running fine thanx alot guys for the help.. it was the 4pin power connector didnt know they come in 8pins and break down to 4pins awesome once again thanx for the help u guys saved us alot of troubles :)
