Magic R19 chips?

What are the chips labeled magic R19? will they need to have a heatsink put on them?

There is no reason to put heatsinks on them however the smaller chips to the left of them need them.

Those are inductors.
They do run hot sometimes, but it's not a major issue. I wouldn't worry about them.

I guess I'm just used to the reference PCB, but that's a really weird board layout.

That is somewhat odd, usually the power bits are off by the PCIe power connectors.

Unless you're doing some EXTREME overclocking you need not worry, and I mean EXTREME.
