whats with shims?

hey guys, i've heard alot about shims, some say its for caution, some say its for newbes, but here is my question...
how does it help in cooling? does it help the cpu to dispatch heat better to HS? or it just adds another few degrees?

a shim helps level the heatsink onto the core, to reduce chances of chipping or crushing the core. It can raise the temperature because some tend to lift the heatsink off the core a bit.
