Graphic engines like Frostbite have a memory management tool that frees up memory when needed. Accessing the vRam means locking it to make sure nothing will read or write in it for the time being. this takes some time so it is best to not modify vRam as often.

if the system detects a large memory pool it will try to make use of it as much as it can, reducing memory reallocations (which inevitably leads also to memory fragmentation).

as for the lagspikes i bet they occur mostly during explosions (transparency and particles are heavier than other stuff on the gpu) or many particle effects together.

BF3 eats 1.4 gb mem on my system, fps always @ 60 unless there are too many explosions or smoke stuff going on.
